For years, land, planning and construction set the pace. That has changed. Grid capacity now decides whether a project is built on schedule, delayed by years, or built elsewhere entirely.

Historically, this was first come, first served, allowing speculative projects without funding or land rights to block genuine developments behind them.
Ofgem approved reforms to fix this. Projects must now show evidence of land rights, consents, and readiness to progress or risk removal from the queue. A new connections application window opens in the second half of 2026. Ofgem is also consulting on phase two to extend stricter entry rules across all demand sectors, including data centres.

Behind the meter power means generating electricity on site rather than waiting for a grid connection. In the UK this usually means gas-fired generation, though battery storage and on-site renewables also play a part.
